1.Create a new document with 500x500 black background.
2.Type a text with light blue color and duplicate it.
3.Rasterize text(Not copy!)
4.Change on text copy into white.
5.Select your text.
6.Go to Filter->Blur->Montion Blur.. and accept these settings
7.Select your duplicated text and go to Filter->Stylize->Wind..
8.Select type into Wind and direction from the Left
9.Again go to Filter->Stylize->Wind.. the same config but direction from the right.
